安装ISE后无法启动PlanAhead

安装的ISE14.7，但是PlanAhead启动不了。在cmd窗口显示 start gui 之后，软件启动画面一闪而过。
在日志中有如下的记录，请问这个问题怎么解决呢？

已经装了，还是不行。。
