frequency setting in GSR file

when Redhawk run power calculation, it will use frequencies defined in .timing file.
but we will also set FREQ and FREQ_OF_MISSING_INSTANCE  keyword in GSR for missing instances which are not covered by STA file.
so I want to know the differences of these two Keyword?
it's the priority issues or others?
