ICC could not see M2 in the cell FRAM, generating DRC

In my ICC P and R runs, ICC could not see M2 shapes in the standard cell FRAM view, hence generating a lot of spacingeven shorts
When level set to 1, I could see M2 shapes, but set to 0, the shapes could not be seen.

Please help
