ICC could not go beyond floorplanning

I went through the following in icc_shell1. libraries setup
2. import dc_shell generated gate level netlist
3. read in top level DEF

I could see that the area was defined, with pins at the border, and standard cells in the lower left corner of
the design area.
but every time I tried coarse placement, I got the following error message, I don't know how to tackle the problem
Please help,
