采用tsmc40wcl0d81库综合出现问题请教

采用tsmc40wcl0d81库综合出现violation, report_constraint如下:

    请问这个7.49的cost怎么来的. 我换tsmc40wcl库,则没有violation. 也没有上面的7.49的cost
