图上不是写得很明白么？Iref=1mA, Icp=8mA。28uA是CP这个模块的平均电流。因为它的Icp很大，所以要用动态偏置减小功耗。一般的Icp大概是5uA到50uA(for clock generator)。ripple大可以用高阶LPF啊

Now I can see your schematic.
1) Icp=8mA, not 28uA. 28uA is the average current since it is dynamically biased. So you only burn 28uA not 8mA in average. If you don't use dynamic biasing, you will burn 8mA
2) For PLL loop design, of course, use Icp=8mA not 28uA.
3) For ripple reduction, larger Cap. in the loop filter may be needed
