innovus 18的optDesign无法修复drv，there is no usable buffer or delay cell

提示原因如上。
我是想测试下optDesign这个命令去自动修drv，在sdc里面把某条net用set_load命令把它电容调大，让他出现max cap违例，在ICC里面就能够把这个max cap修掉，到innovus里面提示Could not be fixed because there is no usable buffer or delay cell for buffering.怎样都修不掉。
