Fusion Compiler V2023.12 question

Hi all,
I used Fusion Compiler version T-2022 normally, but when I use version V-2023.12, the tool noticed:

Unable to get shell start-up license keys. Cannot invoke shell. Following license(s) must exist : Fusion-Compiler-NX.

I checked the license server. It seems that the tool does not checkout any licenses from the license server
