动态功耗中的 output switching 部分为什么跟频率有关？

动态功耗分两部分，其一是 output switching power, 其二是 internal switching power. 据资料，其中第一部分 output switching power 只跟 output capacitive load, frequency of switching and the power supply of cell 有关.
问题来了，为什么 output switching power 会跟 frequency of switching 有关？我就觉得在一个周期里，某个cell 的output pin应该只跳变一次吧？
