The target library does not contain all required gates

I know my design only used standard cells from tsmc 28 hvt library, I checked that the library did get loaded OK:shiftreg4chipA              __auto_cel_houston.<companyname>.com_33978.CEL
  tcbn28hpmbwp35hvtss0p81v125c_ecsm (library) <path to>/tcbn28hpmbwp35hvtss0p81v125c_ecsm.db


and yet ICC complained the following:
The target library does not contain all required gates

Please help, I have no clue what to do.

check why library did not load well.

意思是，你的target library不可以单独使用滴，因为这不是一个完整的lib，需要配合别的lib一起使用。
