IC Compiler Setup Issues

本人新手，刚开始接触后端。近期流片要用到一个IBM的库，但我没找到相应的.tf 文件。听说有lef文件用read_lef就够了，请问是怎么操作的呢？谢谢
I am still a beginner to the physical design of IC design. Recently, we are going to tape out using an IBM library, but I did't find .tf file in the package. In a tutorial provided by Synopsys, it says that there is a way to create a new Milkyway Library from LEFwithout having a tf file using read_lef. Does anyone know How to do that? Thanks.

I always received tech file (*.tf) from foundry, not generating from LEF file.
Please ask IBM service provider for ICC tech file (*.tf).

tf肯定是ibm提供的，lef无法转到tf的， lef是给cadence tools用的
