I think it means DC offset. If the opamp gain is fairly large, than a tiny offset at input will cause the output to be saturated.
And suppose it is a two stage opamp, the offset at the output of the first stage will also saturate the second stage input.
If opamp has differential output , a common mode feedback circuit is needed to provide a stable DC operation point.

offset 主要来自2个方面

1, "system offset" The current source is not a ideal source. It's inner resister is not infinite!!  

2, offset from matching 取决于layout了
