Hi guy

I have this license It's for 14.4 but works on 2013.2
You should first install ise 14.4 the activate it with this license after that make a project in vivado.
Then install vivado 2013.2.
After that open the project from Vivado 2013.2.
Now you can Uninstall older ver of ISE.
