I am trying to download Hspice vE-2010.12 Window+license rar files but I have no "cells". How I can get such "cells" ?

I am strongly interested in Hspice vE-2010.12 Window+license and I tried to download it. It seems I am not allowed to do that and I don't understand exacty why (I am a rooky). Could you please explain me how to get credits to do that or suggest me any other way to get such files?
