在用run gate switch插MTCMOS header的时候，系统log中出现很多PV－20的内容，意思好像是说某些cell的电压为0，不能计算出电流。类似如下：

　　PV-20 Supply voltage is zero for cell /work/top/module1/U75_C2, rail COREGND1. Cannot compute rail currents from power numbers specified in .lib for event type LEAKAGE. Power consumption of this event is ignored.

然后工具就会认为这些cell所属的floorplan的existing current为0，就不会插header。log如下：
