icc2的post mask eco中connect tie low cell问题

请教各位大佬，我在icc2中试了一下freeze silicon的eco flow，现在的问题是，使用cpnnect_freeze_silicon_tie_cells命令，工具会报No enough tie low cells surrounding the target cells in the voltage area(ECO-063),但是我使用get_cells -filter "ref_name == ZJXXXXTIELO_1“ -hier这个命令能抓出来已经和其他spare cell连接的tielo cell，为什么工具会报这样的error，我还加了-max_fanout 100000 -max_wire_length 10000，都会报这样的error
