估计所有用SCL_Keygen生成的都不带 "USE_SERVER"，根本就不是这问题。

When you generate lic file using "scl_keygen.exe" , then you don't need to verify SSS Feature by sssverify.exe.
Your license file seems good.

Just execute snpslmd by lmgrd.
You have to upload full log file of snpslmd, it is more useful.

When try to run sssverify.exe with your licnese file, there is no issue
