一个buffer驱动多个iso的en端

对方正在输入

两个aon区域的vdd是一样的，但物理位置又没有直接接触，需要穿过一个off domain，现在出现上面的这个区域的很多ISO的en端连接到了同一个buffer，buffer的输入来自于右边的aon domain，这种情况为啥工具就不会给我解fanout呢，transition特别大。有大神知道为啥么？

你好，我看了下drvfailurereason说的几个原因（1）Could not be fixed because the given cell is not bound in location domain timing library.（2）Could not be fixed because dontTouch HNet.（3）Could not be fixed because fail to commit the move due to the routing congestion check。不懂说的什么意思，我看了下log，也没看到什么反常的
