icc2无法启动，FLEXlm版本过高

错误如下：

这是scl的问题吗？我的scl版本是11.11，icc2是P-2019.03-SP1。其他s家的工具都能启动。

尝试先把scl安装完成和谐后，再进行其它工具的安装和谐
