xilinx flash下载失败

大家好！
求教一个问题，最近手上有块板子，直接下载bit到FPGA芯片(JTAG模式)没有问题。但是在使用JTAG模式下载flash时出现错误，错误内容如下

有没有遇到过这种问题的，请解答！！我初步的猜测是flash和fpga之间的焊接有问题或者flash芯片有问题。

由于电路和JTAG线缆的接触不好导致的。

读不到核心电压和外设电压，jtag就没有访问到正确的地址，有个经验是配置模式没有设置对造成的。
