As a student, it is a good practice to design a 8051 MCU.
And, engineers don't buy IPs. Bureaucrats do.
1. Download the MCS-51 specification from Intel.
2. Read the specification.
3. The original 8051 is a 12T design.
You may adopt the original architecture and build a 12T 8051, or
you may do some variants and build, for example, a 1T 8051.
4. Write down your specification and architecture.
5. Write a test plan. That is, how do you want to verify your design.
6. Divide your architecture into modules. Write module specifications.
7. Coding and verifying modules.
8. Integrate modules and verify.
9. Get a C compiler or an assembler for 8051.
You need to write some test codes to verify your design.
