jitter is the random noise on the clock signal. in the frequency domain, jitter is equivalent to the phase noise.

dither is the technique that adds white noise onto something, usually is quantizer, to make it more linear. dither sometimes is used in Sigma-Delta ADCs to remove the idle tones.
