TLL :  This manual contains reference information about the timing library format(TLF). This manual is intended for timing and power library develpers. To use TKL you should be familiar with the concepts of cell modeling for both timing and power,circuit delays, and timing checks. You should also know how circuit delays and timing checks, and power dissipation are affected by circuit parameters.
