generated spef fils

I ran through PnR in ICC, and generated spef files like these:
extract_rc

write_parasitics -output forpt/${CELLNAME}.spef -format SPEF

I could see that ICC did generated spef, and generated two!
17187852 Oct  9 14:45 ORCA.spef.max17415022 Oct  9 14:45 ORCA.spef.min

I figured that may be because default is bc_wc, right?

so I did try to reset the operating condition:
set_operating_conditions -analysis_type on_chip_variation

but then I went and generate the spef again, now I am expecting a spef, right?
but I did not get one, still two: and the files generated are identical to those without reseting operating condition
write_parasitics -output forpt/${CELLNAME}.aocm.spef -format SPEF
17187852 Oct  9 15:09 ORCA.aocm.spef.max
17415022 Oct  9 15:09 ORCA.aocm.spef.min


What should I do, or what did I do wrong??
