Job Function | | Duties/Responsibilities of Position:
Duties include business analysis, program alignment, and project management of initiatives within the program, change management, and continuous monitoring to ensure that program results are consistent with management expectations.
Plans:
- Leads cross-functional teams in defining level of effort and resources required for the QEP/tool development and application Lab / ISV.
- Develops the overall project plan with other members of the team, including schedule, specific responsibilities of each party, program milestones and deliverables, terms of acceptance, etc.
- Identifies risk and creates accurate risk mitigation plans.
Manages:
- Leads cross-functional program teams in the successful delivery of new products and services, new programs, or new processes.
- Manages change control.
- Assesses program issues and areas of risk and takes action to work with internal teams and customer to resolve all problems.
Communicates:
- Conducts team meetings, documents issues, and proactively keeps management informed of program status and health
- Satisfies all requirements through timely and accurate communications that support team, business owner, and front line employees.
- Conducts regularly scheduled program reviews internal to QRD team and externally with customer

Skills/Experience | | Experienced Senior Program Manager in cost/schedule-conscious environments
Computing/consumer electronics/consumer telephony expertise (not necessarily expert in all three)
Fluent in Mandarin Chinese (at least spoken, ideally written, as well) and English (spoken/written)
Successful track record in and passion for product development at level of functional lead (ideally will complement existing Program Management experience)
Demonstrated ability to work smoothly (from China) with both U.S. multinational HQ and local teams in China
Mastery of Microsoft Project
Some knowledge of SW application tools development and testing
Some knowledge of application development (preferably Android)
Some knowledge of testing (functional testing, system/usability testing)
Some knowledge of hardware and software architecture (ideally for smart phones)
Some knowledge of software quality
At least some basic knowledge of strategy and product marketing
Ability to work well in fast-paced environment and meet deadlines, including across time zones
Ability to communicate well with Executive Teams on both sides of the Pacific (spoken and written)
Willingness to occasionally travel (some China domestic, some international to U.S. West Coast)
