It2 should be at least 115% of ESD Current Specified Target.
Voltage drop of the ESD protection circuit, at the min ESD specified current target, should be lower by at least 15% below the minimum Breakdown/Rel. voltage of internal circuit devices.
Vt1 of ESD Protection should be at least 15% below the minimum Breakdown/Rel. voltage of internal circuit devices.
In case of Supply PAD, VH should be at least 15% higher than VDD or it1 should be at least 15% higher than injection current of Latch-up spec (usually 100mA)
