Cadence organizes software applications as Products, and delivers a collection of versions of Products together in a Software Release. A Software Release is a specific Platform (LINUX RHEL 7) of a Release (IC618).

Cadence provides Base Releases, Update Releases, and Hotfixes/ISRs. All our releases are fully qualified.

    Base: A Base release is a complete set of software products for a release. It requires a new license file from Cadence to use the Products in it. For a first-time order, you need the Base release.

    Update: An Update release (also called a QSR for a quarterly release or MSR for a monthly release) is a fully tested enhancement to a Base Release. An Update can be incremental or a complete replacement of a Base Release.
    An Update can be installed on top of a Base Release installation directory after the Base installation has completed. With InstallScape you can begin an installation on top of a Base Release from a Update source site directly. This will include the needed portions of the Base Release automatically.

    Hotfix: A Hotfix, or ISR, contains patches to a Base or Update Release, and is applied to an installed hierarchy. Hotfixes are cumulative and contain the latest set of all previous Hotfixes. Hotfixes are incremental and require a Base to perform the installation if the Hotfix is downloaded or install from physical media. These are installed on top of a Base or Update. Flavor Hotfixes are built as complete release. The release with a dash after the release name is flavor release. eg (Hotfix_MVS19.12.000-ISR2_lnx86_1of1.tar)

Here is the company's explanation of the types of releases.

LCU04.30.000 is the base version that provides the FlexNet v11.16.4.0 license daemon.
LCU22.01.005 is a hotfix that provides the FlexNet v11.19.1.1 license daemon.
Older daemons will not support new features included in new products.
In any case, if you don't have a valid license file, you don't need a license daemon and therefore don't need this utility.

I have already answered above, if you do not have a valid license file, then you do not need either the daemon and this utility.
Do you have a license file provided to you by the company or its authorized partners? If not, then you do not need this utility.
Additionally, I would like to inform you that each major product of the company includes a standalone version of the license daemon (usually the one that was current at the time of the product release). In the case of Sp3ctre, the latest version of the license daemon, v11.19.1.1, is also included.
