cadence license server was up and running, but tool could not launch

I started my cadence license server like this:lmgrd -c <mylicense file> -l lic.log

by checking the lic.log, I know the server is up:

but when I try to run cadence tools, like virtuoso
I got the following:
*ERROR* (DB-320001): Unable to get the Cadence(R) Design Framework II license feature of "111".

Please help.
