ICC io library cell's legal orientation

running ICC placement, got this:Warning: The orientation of the fixed cell 'sdram_BWS_iopad_1' does not match legal orientations. Ignoring the legal orientations. (PSYN-256)

after research, the ref cell is an io cell called pc3o05,

from the man page for PSYN-256 below, I know it is legal orientation issue, but how do we check what orientation is legal or not?

       PSYN-256  (warning)  The  orientation  of  the fixed cell '%s' does not
       match legal orientations. Ignoring the legal orientations.


DESCRIPTION
       You received this warning because the named cell is fixed but its  ori-
       entation  does  not match any of the legal orientations defined for the
       cell.  Because it is a fixed cell, the tool uses  its  orientation  and
       ignores the legal orientations.


WHAT NEXT
       No  action  is  required on your part if the cell is in the orientation
       you want.  Otherwise, you can set the legal orientations for the  fixed
       cell by using the set_fp_macro_options command with the -legal_orienta-
       tions option.
