[求助] what is wrong with reading *.DEF in ICC

During my ICC run, design planningI have chip pins with pad cells defined in toplevel.def:My ICC read_def read the file for design planning

pins on the left, bottom and right side turned OK, as expected, but top ones
did not look as expected.

in my DEF
I have pins on top side placed like this:
- pad_iopad_0 pc3b03 + FIXED ( 2170200.00 2244900.00 ) FN ;

as reference bottom ones like this:
- sdram_DQ_iopad_2 pc3b05 + FIXED ( 1011709.12 0 ) N ;

the bottom one looks good, but the top one was still looked like orientation of N, just like the bottom one
but placed on top.

I actually did experiment of switching the top ones to "N", with separate DEF,  but nothing got changed out of
those change, I have no idea what happened.

Please help, I am stuck here, the pins to the standard cell core, of those top cells are all facing the off chip to sky
