From Verdi 2013.07, $ynop$y$ (called $-company) uses SCL to manage Verdi license features, just like other $-company tools.
If you first start Verdi's lmgrd, it would use SCL's snpslmd instead of Verdi's legacy snslmgrd, even if snslmgrd is specified in Verdi license file.
Then you start VCS, which executes SCL's snpslmd again, so you encountered such locked temp. file problem.
To solve this issue, my suggestions are:
1. Search the new $-company license file containing Verdi features.
2. Install older version of Verdi (for example, 2012.xx). In Verdi license file, point DAEMON part to the older snslmgrd. After setting it up, you can also install the newer version and launch it as usual.
