Synopsys is an EDA company. The CPU is IP product provided to IC design houses who are customers to Synopsys. Sometimes the IP needs to be customized for different customers.

Marvell is a fabless IC design house. Design verification is a tough job for large scale mixed mode chip, perhaps system Verilog or System C will be required.
