Job Function
The Program Manager is an integral contributor to the SW development projects and is responsible for communication and coordination within the team and across the organization. He/She is expected to have comprehensive understanding of simultaneously multipleprojects of SW development, verification, certification and reference designso that he/she can participate in strategic planning, coordinate resource, manage schedule, identify risks/issues/actions and communicate program information at the appropriate levels within organization.
·        Manages a portfolio of software programs and brings consistency across portfolio
·        Establishes stable plans of record and roadmaps for software development projects
·        Drives and maintains schedules and plans for execution of software development plans of record.
·        Develops and maintains resource plans and identifies resource gaps and makes plans for mitigating them to achieve QCT division business objectives.
·        Manages risks, develops mitigation strategies and communicates impacts.
·        Coordinates and partners across all relevant engineering, program management, product management and marketing groups to ensure approved features are integrated, tested, and launched successfully.
·        Identifies organizational and process weaknesses and develops and champions plans for improvements.
·        Manages integration of software from multiple organizations

Responsibilities
Program Planning and Management
·        Drive requirements scoping, analysis and planning including interdependencies, staffing constraints and schedule optimization across multiple tech teams
·        Establish clear Plan Of Record commitment and drive prioritization
·        Establish rigorous execution discipline & communications process: risk management, mitigation, tracking, schedule trends vs. baseline, recovery actions, executive reporting
·        Develop program indicators to manage program health including quality and timelines
·        Partner with other functional areas to establish critical processes to support disciplined product development and decision making and to ensure quality. Coordination across multiple development sites may be required
·        Develop and establish strong processes that streamline the development cycle and help integrate multiple plans, dependencies and deliverables effectively
Engineering Support
Provide logistics support for coordinating development efforts across teams, coordinating recruiting efforts, coordinating deliverables (SDKs, hardware, test tools, etc.), and any documentation, training and support required as part of these deliverables. In addition, assist the team by scheduling meetings, publishing minutes, tracking action items, ordering and tracking capital equipment and other purchases, distributing documentation, procuring lab and office space, publishing status reports, etc.
Hardware Builds
Coordinate activities with various organizations (i.e. CAD, Engineering, Procurement and Manufacturing) to ensure that all products such as circuit cards and prototypes required for the project are designed, developed, manufactured, tested against quality and acceptance criteria and delivered on time and within budget.
Cross-functional coordination
Coordinate project activities with other RD departments and divisions, including Legal, Finance, Business Development and Marketing.
Contracts and agreements
Address Export Compliance, Open Source, and similar process aspects. Ensure international issues are addressed.
Manage key subcontractors and vendors by ensuring NDA's are in place, SOW's are clear and accurate, subcontractor performance is to plan, and appropriate action is taken if not. Responsible for reviewing all license agreements for software and hardware purchases and working with Legal and Subcontract Admin to ensure that the license meets company's needs and requirements.
Skills/Experience
Minimum of 5 years in a software engineering role with an additional 3 years in a project management role. Experience with software engineering for advanced embedded systems.Background and interest in software engineering processes including requirements engineering, configuration management, change management, quality management, software test strategies and techniques, and process, project, and product metrics. Knowledge of software life cycle best practices and processes. Must be able to multi-task with and understand, guide, and facilitate a variety of disciplines, such as ASIC hardware design, test, product support, marketing, finance, and other business functions. Self-starter. Ability to manage multi-faceted, disciplined teams with minimal day-to-day supervision. Demonstrated project management capabilities, the ability to create and maintain schedules and plans, and the ability to bring structure into a fast-paced innovative environment. Demonstrated capabilities in a supervisory capacity. Experience in a customer-interfacing function such as product management or business development would be very helpful.
Effective oral and writing Chinese and English communication capability and interpersonal skills, including the ability to direct Program Reviews, live round-tables and working sessions, etc.
Ability to troubleshoot program issues and develop alternative recovery plans, program tasks, schedules and milestones.
Formal process oriented.
“Whatever it takes” attitude, leading by example.
Sound judgment calls in day-to-day engineering and marketing decisions.
Team player with collaboration.
Computer proficient and literate (fluent in MS Word, Excel, PowerPoint, and Project). Working knowledge of semiconductor design, physics, test and fabrication a strong plus. Working knowledge of communications standards also a plus.

Education Requirements
BS/MS in EE/CS/CE or related field, MBA a plus
