选择一个data fix-with value的问题

我看到有这样一种写法：
   data[sel*5+:5]   
sel是变量，感觉就是选择固定位宽的值，比如sel=0=> data[4:0]
sel=1=>data[9:5]
哪位大神解释下这个+:是怎么展开的。
我只知道怎么用，都是死记的。


还有看到一种data[j+:c]  这表示的是什么呢。

[j+:c], normally, j is an expression and c should be a number;
also there is [j-:c];
It is a new feature in verilog2001 or systemverilog, I'm not sure.
The best way to understand it is creating a simple case and to run simulation.
