These statements are used by cadence dracula.
Dracula was layout verification tool used until 0.25u process.
It was the most powerfull DRC/LVS tool and industry's standard.
It was replaced by Assura from cadence.
Calibre and Mentor are also the replacemnts.

you find these files under doc folder of cadence installation.
