In viaDef M3_M2, there is not a cut layer defined between the two layers. This is an error in the technology database. Vias of this viaDef will be skipped and existing via instances in the design belonging to this viaDef will not be loaded into Catena.

怀疑tf 文件定义via 和metal 连接关系可能有问题，xl option里打印约束组相关设置提示很多warning；不确定是否跟软件版本是否有关；
