I tried to open allegro, but I always get error message
allegro.exe: error while loading shared libraries: libGL.so.1: cannot open shared object file:
no such file or directory.
please, give me an install instruction ....

It works for me in Ubuntu 12.04 64bit with nVidia video card.
Your problem is caused by Mesa's /usr/lib32/libGL.so.1 being earlier in the LD_LIBRARY_PATH than the proprietary video driver. A workaround for this bug:
  LD_LIBRARY_PATH=/usr/lib32/nvidia-current allegro
  (nvidia-current directory may vary depending your version)
However, I recommend to create a valid environment file. I attached mine as an example.

Some more tips:
  I installed in /opt/cadence/SPB166
  Put environment as /opt/cadence/SPB166/cadence.env
  Install ia32-libs and libmotif4:i386 packages in Ubuntu
  After the correct environment settings, use the following commands to run:
    . /opt/cadence/SPB166/cadence.env
    /opt/cadence/SPB166/tools.lnx86/pcb/bin/allegro

I use Ubuntu 14.04 x64 bit. I search and try to install ia32-libs, finally, that problem is gone. However, I'm facing with another problem is:

You still have OpenGL graphics support problem. There are many google hits regarding this problem:
  This issue can be fixed by doing the following for nVidia cards,
    sudo ln -s /usr/lib/nvidia-current/libGL.so.1 /usr/lib/libGL.so.1
  or for AMD cards,
    sudo ln -s /usr/lib/fglrx/libGL.so.1 /usr/lib/libGL.so.1

You can use usual pubkey method to replace ecc keys.
This is a working version:
  "Generic ECC patcher by tanker, v1.10, 2013-06-30"

I have only the windows binary, but it runs under wine:
  wine ./pubkey -y

   a CPU in my system is AMD A10 6800k, the driver installed in my system is HD8670D, I followed your instruction: " sudo ln -s /usr/lib/fglrx/libGL.so.1 /usr/lib/libGL.so.1" but it is not help. pls give me a glue
