SCL is the short form for Synopsys Common Licensing.
Is it *COMPULSORY* to install it? YES. This is because, all synopsys products are commercial and requires a valid PAID license to function properly. The SCL is a framework that is required to validate the license for the applications installed (say for example HSPICE).

Can you use an app without SCL (PAID or OTHER)? Well, according to my knowledge; NO.

SO for the time being if you need to install any Synopsys EDA tools on your PC, then you need to install SCL.
