For first time installation, here is what I did to make it no error message while running AvanWaves. Still need to verify with real program runs...

1) Add the following to environment variables:
LM_LICENSE_FILE = C:\synopsys\license.dat
AVANTD_LICENSE_FILE = c:\synopsys\license.dat
SNPSLMD_LICENSE_FILE = c:\synopsys\license.dat

2) Use regedt32, add string values as below:

[HKEY_LOCAL_MACHINE\SOFTWARE\FLEXlm License Manager]
"SNPSLMD_LICENSE_FILE"="C:\Synopsys\license.dat"
"AVANTD_LICENSE_FILE"="C:\Synopsys\license.dat"

3) About license.dat file, here is what I use after some modifications:
