采购工程师  北京
职责：
1. Purchase as per the research, development, and marketing requirement of the company； be involved in the selection and management of suppliers；
2. Make purchase orders as per the purchase flow, keep tracing the arrival of goods to meet on time delivery target；
3. Daily management of suppliers including supplier performance etc.；
4. Drive cost reduction and improve the efficiency；
5. Submit the purchasing report to Financial Department on a regular basis；
6. Make sure the purchase flow is secure and normative.
任职资格：
Bachelor Degree or above in communications, computer, electronics and materials
Knowledge/Languages:  
Fluent English speaking skills, good reading and writing skills
  
Experience:  
Above three years' experience in product manufacturing and purchase management； be familiar with the flow and management of purchase； experience in planning, business administration, and foreign trade is highly preferred
  
Capabilities:  
Good teamwork skills and communication abilities
Sensitive and rapid response in matters handling
Strong consciousness in secret keeping

KEY RESPONSIBILITIES:
*  Early in R & D procurement, to guide and management the procurement requirements from Technology Department.
*  Help define and execute sourcing strategies to ensure optimal cost, productivity and fulfillment.
*  Develop and maintain a qualified and potential supply base in conjunction with Sourcing Team to meet company’s requirement (including vendor certification, selection, audit, information archive, etc.)
*  Perform price & terms negotiation for direct procurement and organize signed the framework agreement.
*  Supplier performance assessment, monitor, analysis and management to improve supplier’s total performance, including cost, quality and delivery.
*  Lead improvement in sourcing processes through standardization and simplification.
*  Work with buyer & logistic team to ensure smooth delivery and quality performance.
*  To implement other tasks assigned by line manager and support other necessary project in own department
  
QUALIFICATIONS
*  Bachelor or Master degree in Supply Chain Management, Telecommunication or Equivalent.
*  Minimum 5 years experience of Sourcing, 3 years experience in Telecommunication field is preferred.
*  Minimum 3 years experience in creating purchasing strategies & negotiating contracts/supplier agreements while providing the best possible value to the organization.
*  Excellent process management skills with the ability to be self-reliant and highly organized.
*  Excellent interpersonal and communication skills.
*  Integrity, high sense of responsibility and self-motivation.
*  Meet time schedule and quality requirement.
*  Excellent language skills in English.
*  Proficient in Microsoft Office.
*  Strategic and logical thinking.
