You said you used SCL2023.07 version.
The log shows that was SCL2023.09 version (v11.19.4.1).

In the end all your licenses get rejected and removed

   

The SSS features are garbled.
All revenue keys ("SN=RK:..." on feature line) have been excluded.

In my opinion your license have a problem and it's not related to the version itself. To solve you would need to get a new license.
