I found that spectre231 works, but spectre241 reported the above-mentioned errors. This is really weird.
what I've tried:
IC23.1-64b.ISR6.30+spectre241 ×
IC23.1-64b.ISR6.30+spectre231 √

IC23.1-64b.ISR6.30+spectre211 ×
IC6.1.8-64b.500.15+spectre181 ×

It seems that the closer the versions of Virtuoso and Spectre, the more likely it is to succeed.

解决了，重启一下服务器就好了，我猜是之前系统里装了多个spectre版本，然后改环境变量后直接在原来的终端运行，source bashrc，结果就会出现这样。
