在综合完的netlist中，允许出现例如A_Block name ( a(1'b0) b(..))这种形式吗？还是需要A_Block name ( a(tielo) b(..))?

可以啊，后端来加 tieoff cell，前端不用管，

在前端是没有问题的，但是即使在后端也不能保证没有。一般情况下，在后端是不允许有这种assign的。
