let me clarify a little.  What you're describing is RF vs dual port ram.
But in fact, there's another one called 2 port ram.
2 port ram got 1 read port and1 write port too..

And if you have ram generator, and you can read the spice netlist, you'd find that 2 port ram and register file's organization is similar, with 2 differences:
1)  RF do not have a sense amplifier.
2)  RF's ram bit cell has a slightly different sizing than SRAM for the 2 WL transistors.  I believe that's because RF do not have a sense amp, so they made the WL transitor wider instead.
