Layout cell Milkyway tool

Hi, I have a problem with standard cell library in Milkyway Tool 2008.09. After created the milkyway library with LEF_in flow,
i opened for control a cell of flip-flop. Then i selected all layers on, and all visible, but i watch only 2 metals as in figure.
Is it a problem of lef's files?
